Latch Hook Kit

I want a rug with a certain animal on it; Is it possible to make something like it?

I know you can make really nice rugs with simple designs and patterns but I want to make a rug with an animal on it and I can promise you you won't find kits or anything for it. The animal is a thylacine. Is there a way I can make it?
